As Vice President, Strategic Engagement, Randy Mitchell serves the membership in a new senior role created to oversee the planning, development and implementation of EMPEA’s strategic engagement activities with our members. Randy is responsible for EMPEA’s Leadership Councils and organizes EMPEA’s participation in global industry initiatives focused on best practices, public policy and advocacy.
Most recently prior to EMPEA, Randy worked as Chief Strategist Private Equity and Venture Capital for the U.S. Government where he was responsible for the private equity and venture capital sector; advocating within Washington and in global capitals for the competitiveness of U.S. PE/VC firms; and, supporting worldwide foreign investment into and by U.S. private equity and venture capital general partners. In this role, Randy also reviewed and cleared fund proposal documents coming in from GPs to OPIC and other DFIs.
Randy created and executed a first-of-its-kind U.S. government initiative to increase exports of private equity and venture capital asset management services by leveraging the U.S. government as convener of stature as well as U.S. embassies and ambassadors to introduce hundreds of U.S. based GPs to over a thousand international LPs (family offices, superannuation funds, pension funds, sovereign wealth funds, etc.) in 32 cities around the world, resulting in US$804 million in inward commitments during the programs first two years 2010-2012.
Beginning his emerging market career in Russia, Randy has considerable emerging market experience especially around entrepreneurship and venture investing. He organized bilateral forums in emerging markets such as Brazil, Russia, India, China, Thailand, Chile, Peru, and Latvia. Randy has participated on the boards of or event planning committees with LAVCA, SAVCA, the Quebec City Conference Public Policy Forum and the Innovation Summit. He has also served on bilateral venture capital working groups with Australia, Brazil and the European Commission. Randy holds a Bachelor of Arts in History from New England College and has been certified in Venture Capital Management by the Venture Capital Institute.
